To make your GTA IV or EFLC moddable you need to install Xlive Less(Click here to download).
Before installing Xlive Less make sure that you have DELETED ASI LOADER(IF YOU HAVE INSTALLED ANY).
After deleting asi loader unpack the file Xlive.dll to your GTA IV/EFLC directory.
If you want to turn on debug logging, unpack the xlive_d.dll to your GTA IV/EFLC directory and rename the xlive_d.dll to xlive.dll.
After that check whether the game is running fine or not.
After checking you can reinstall ASI LODER.
XLIVE ALSO ALLOWS YOU TO INSTALL SAVEGAMES FROM THE WEB.
